Retired businessmen sometimes go to work for an organization called SCORE, a spin off of the Small Business Administration (SBA). As such, they offer free advice and assistance to anyone who wants to start or who has a small business. You can contact SCORE at http://www.score.org

The Small Business Administration provides financial assistance and/or loan guarantees as well as other services to wanna-be small business owners.
